Internações por condições sensíveis à atenção básica e a cobertura populacional no Rio Grande do Sul

Abstract

Basic health care should be the preferred contact of users, main gateway and communication center of the Health Care Network, and one way to evaluate its consolidation and resolution is through the window of hospitalizations for sensitive conditions. Thus, the aim of this study is to evaluate the relationship between proportion of admissions for primary care sensitive conditions and population coverage estimated by primary care teams in 30 health regions of Rio Grande do Sul state in the time series from 2008 to 2014. It was conducted an ecological study through a documentary descriptive research based on secondary data obtained from the Department of the Unified Health System (DATASUS). It was observed that in the state of Rio Grande do Sul, the average rate of the indicator population coverage estimated by primary care teams showed an increase over the time series and in parallel the average rate of hospitalizations for sensitive conditions primary care showed downward trend, demonstrating the positive impact of the expansion of primary care teams coverage. Accordingly, the use of these two indicators together may contribute to evaluating the functioning and capacity of primary care.
