Resumen
This article analyzes the impact on local government practices that the first two Ci vic Movements to be elected to the city ad ministration in Barranquilla, Colombia, have had. Specifically, policies and initiativ¿ re lated to democratizing decision-maklng, promoting citizen participation and moder nizing the State are analyzcd in relation to the issue of governability at the local level. The case study contributes to the debate on factors of governability and shows that ga mes of alliance between distinct political forces may be more important to governa bility than efficiency or administrative ra tionality.
