The analysis of the impacts and implications that an integration agreement can have on a country should include not only economic but also institutional considerations. It is no secret that a country’s economic failure or success, no matter how small that country is, depends to a large extent on the quality of its institutions. Thus, since the late 80’s, the analysis of institutions has been commonplace in scenarios where internationalization and economic openingup have been studied, as well as in those where the causes of economic growth and development have been examined.
