This thesis analyzes the process of formation of the public policy aimed at reintegrating former combatants of illegal armed groups in Bogotá, as well as the different changes this policy underwent during the administrations of Mayors Luis Eduardo Garzón and Samuel Moreno. In order to explore this, the theoretical framework is comprised of several policy change approaches, including John Kingdon’s “Multiple Streams”, Roger Cobb and Charles Elder’s agenda-setting model, and the “Punctuated-Equilibrium Theory” as developed by Frank Baumgartner and Bryan Jones. Drawing on semi-structured interviews with officials from Bogotá’s reintegration programs and a wide range of secondary sources, this thesis describes the main actions carried out by the city’s different administrations in the period 2003-2013 and analyzes the key changes to the policy’s intervention tools. The thesis highlights that while the initial actions focused on the demobilized combatant and his/her family and was oriented at strengthening the community's social fabric, this policy subsequently gave way to actions focused on the economic reintegration of the former combatants. A critical assessment of this public policy not only constitutes an empirical contribution to the extant literature on policy change, but it also provides important lessons for future reintegration programs in urban contexts.
