The allocation of powers of judge of the Administration to the Colombian Council of State in the early twentieth century can be read as an episode of French cultural expansionism. Parallel with the policy of military expansionism driven by Napoleon III, cultural dynamics were developed that identified a kind of ideological colonialism. Through the importation of legal institutions that changed the mechanisms by which the Civil Service judicially resolved their conflicts the process was gladly adopted in Colombia.
