Tensiones entre centralización y descentralización a la luz de los proyectos de Ley Orgánica de Ordenamiento Territorial, periodo 1991-2010

Abstract

Colombia has a territorial imbalance resulting from the historical tensions between centralization and decentralization. In 1991, is conceived an Organic Law of Regional Development (LOOT in spanish) as a tool to reduce such tensions, dividing the powers between the Nation and Local authorities. In the absence of law, identifies and analyzes the potential political-institutional obstacles that have prevented this issue: the composition of Congress, resulting in an inequity in political representation, and management of armed conflict by the Nation, which slows the process of decentralization. Moreover, by the absence of the Law, we conclude that doesn t exists a territorial and political model of the state as a framework for the decentralization process; it is necessary to rethink the approach to institutional reform on regional development; and to propose alternative projects of Law is necessary to promote and linking communities of country.
