1950s was determinant in the establishment and development of the People’s Republic of China foreign policy system. In this order of ideas, it is important to make a thorough analysis on this first stage where outsider actors had a key role. That is why it is necessary to study the impact of a formal speech within the Chinese foreign policy using a deep qualitative analysis based on historiography. Through constructivism, the main purpose of this study is to demonstrate that pre-existing beliefs of both actors (therefore, their intersubjectivity) determined the identity constructed by means of mutual perception. The above prompted the predominantly aggressive relations between U.S. and Maoist China of the early Cold War.
