Information and Communication Technologies for Development: An Ethnographic Look to a Venezuelan Public Access Center

This article describes a study aimed at knowing the practices that develop in the San Luis Infocentres and its relationship to human development. The research falls within the qualitative paradigm and the ethnographic method and was implemented in four phases: (1) preparation, which generated as a product of the research project, (2) Data collection, using techniques of observation participant, in-depth unstructured interviews and informal talks, (3) analysis of information and (4) In preparing the final report. The conclusions stressed that practices that are developed in the infocentros are based on technological determinism, which decisively influences the low impact of the program and affects also adversely sustainability.
