dc.description.abstractThe objective of this research is to analyse how States limit the construction of Global Governance of Refuge and Asylum, through the United Nations High Commissioner for Refugees (UNHCR) example in Pakistan and Kenya. From an analytical framework based on offensive realism, it was evaluated how the mandate of this United Nations’ Agency, despite of having a universalist vocation for several decades, lacks both autonomy and sufficient powers to overcome the political negotiation of the State power. The Global Refuge and Asylum Governance scheme then becomes a formal arena for political interaction, with no lasting solutions to the situation of asylum seekers and refugees, while the humanitarian problem persists and even increases.
