Abstract

The article makes an overview of the bilateral relationship between Colombia and the United States since the end of the Cold War, empha­ sizing the role that the issue of illicit drugs has pla yed on ít. After surve ying the evolution of the issue of drugs in the foreign policv agenda of the Uníted States, and in the re/ation­ shí p with Colombia during the eight­ ies, it exp fains in a more detailed how each Colombian government in the nineties faced that refationship. While "de-narcotization" became the goal of each government in the foreign policy regarding the United States, drugs ended up as the main issue of the bilat­ eral refationship and the United States a main actor in the Cofombian po ficy making to address that problem.
