La inclusión de la gestión del riesgo de desastres en la administración pública a nivel departamental. Una mirada desde el sistema de respuesta a emergencias en Antioquia y Tolima (2010-2014)

Abstract

The disasters risk management has gained importance in the last year because the devastating consequences of various natural disasters. Therefore, this public policy has been established in the public administrations of different countries; Colombia has been implemented through the 1523 Law of 2012. However, it has not been able to make an integral inclusion in all the territorial entities. Then, this research aims to demonstrate the factors involved in the emergency response system, in two important departments of the country, that influence the integral inclusion of the disasters risk management in the departmental public administration.
