The average time spent by the student at that time to obtain a degree was 11 years. On that year the IPN officially authorized a new restructured program. The main objectives of the program are: a) to form researchers; b) to improve the number of graduates effectiveness. The main assumptions, hypothesis and strategies ar the foundation of the program were:-The Doctorate in Sciences degree is the highest formal education attainable level that exist at the world and national levels.-Canditates that enter the program are self-sufficiente learners and hold a masters degree.-Researchers are forms through doing research not attending classes with professors thar communicate to them their knowledge and experiences.-Practice makes researchers not the scholarly exercises and practices realized by professors in simulated classroom scenarios.-The aptitudes and competencies required of a doctor in sciences.-Quality is attained through interdisciplinatity and through national interintitutionality .The main results are: 1) Tograduate researchers with the degree of Doctor in Sciences in 4 years average time, b ) an improvement of the number of graduates effectiveness by 275%, from july 1995 through August 2003 the number of graduated doctors has been 46.This auto.evaluation of the doctoral program fives evidence of the contributions to the generation of a new paradigm in the conception and the educational structure of the post-graduate programs.
