Colombian geography is a source of a socioeconomic and natural resources just as threats for the population, because is a territory prone to certain phenomenon which unchain disasters, like floods, sliding, earthquakes etc. However, the State has a huge responsibility in risk mitigation of disasters that affects the citizens, but the institutions haven’t had the strength to apply efficient public policies that avoid the impact of these phenomenon are higher. This monography is a study of the public policies in disaster matter implemented by the State, taking as base the hypothesis from the neo-institutionalism and the theory of Levitsky & Murillo about the strength of the institutions, reflecting a low stability and enforcement.
