According to the sequential model suggested by HAROLD LASWELL (1956) and then developed by JONES (1970) four are the steps needed for the elaboration of a public policy.
The first one is the definition of the problem, and the construction of the agenda; the second one, the formulation, the decision or legitimization; the third one, the implementation; and the last one, the evaluation of the public policy.
It has been chosen as a case of study the public policy in health for ethnic groups with an approach in human rights during the period of Luis Eduardo Garzón mayor in Bogota characterized principally by the social programs in favor of the rights of the most vulnerable people.
Additionally it is presented in this document an analysis of the first three stages in the process of elaboration of the public policy. In order to identify the strengths and the weaknesses that during this first phase, the city perceived in the process of definition of the problem and construction of the governmental agenda, and implementation on the part of the government of shift for the period 2004-2007, There were used diversity of local, national, and foreigners documents.
