Venezuela en siglo de cambios: nueve años de vaivenes en las comunicaciones

Abstract

During the first years of century XXI, Latin America countries have moved to build new public policies to boost the telecommunications. Within a model that becomes stronger around Information and Communication Technologies (ICT), this experience is based, more and more, through agreements negotiated among various sectors of the society, whose relations claim to trust each other an indispensable asset to regulate new scenarios. In this context, it is summarized the transformations experienced in Venezuelan institutional and legal framework for public policies concerning the field of telecommunications, in a period in which the State establishes strategic changes for handling the information.
