Ciclos político-económico-electorales y su incidencia en los niveles de pobreza en el marco de la competencia por el poder

Abstract

The interest of this paper is to analyze the effects of political-electoral-economic cycles on poverty levels in Colombia for the period 2002 to 2010. Handling of fiscal policy by the government is analyzed in order to characterize the political cycle between opportunistic or partisan. Thus, it is intended to corroborate that in Colombia economic-political-electoral cycles generate effects on the economy. However, these effects may be more or less durable depending on the continuity of the wining speech. As a result of this work it was determined that the discontinuity in the management of fiscal policy presents an opportunistic politicalelectoral cycle that contributes negatively to poverty levels in Colombia. The analysis will be approached from the Rational Choice theory.
