Electronic Government and Public expenditure control through new technologies. A preliminar and critical approach to e-control

Abstract

Within the framework of the globalization that today surrounds our economies, the incorporation to our scope of the new technologies of the information and the communication, is without a doubt one of the landmarks to consider in the transformation of the world. This revolution the public sector cannot be seen other people's, from which this being spoken at the present time of the e­ government. By the previous thing, many Governments have understood the strategic importance that technologies hove his nations to develop new technologies, that can be reflected in a more efficient state management, in greater levels of transparency, and better scenes of participation.In Colombia, although in the last years have reformed and improved several of the legal instruments of control of the public cost, the subject of the technological modernization and the use of these new technical platforms to the public administration (and specially of the control expenditure units), one is like an interesting alternative for the optimization of the control mechanisms, which has denominated the e-control.
