The purpose of this paper is to analyze the making decision process in the Betancur´s cabinet level, during the crisis of the Justice Palace siege, by the guerilla group M-19, in November 6th and 7th of 1985. This paper uses a historical sociological and institutional focus and makes a documental revision in order to describes the historical context, examines the crisis escalation and explains the making decision process at the highest governmental level during the justice palace siege. As a result, this research will prove, by using mainly the Graham T. Allison´s model of governmental politics, that there wasn’t a good analyzes of the context, neither a study of the objectives nor an observation of the roll of each player in the crisis mentioned before. All of these errors created the conditions for a violent outcome.
