| dc.description | Neste trabalho procura-se apresentar uma evolução histórica da formação do Estado Moderno, tanto no cenário nacional como internacional, com ênfase nos aspectos da gestão dos recursos públicos, especialmente no que se refere a orçamento público e controle de sua execução. Após é abordada a questão da participação popular e como ela tem se organizado mais recentemente. Por fim propõe-se a inclusão de indicadores sociais ao lado dos financeiros, tanto para fins de enriquecer as prestações de contas governamentais como para melhor dirigir as decisões sobre a aplicação dos recursos públicos. | pt-BR |
| dc.description | This project aims to present an historic evolution of the Modern State’s formation, both in the national and international scene. It emphasizes aspects of public resources management, specially concerning public budget and the controlling of its execution. The issue of people’s participation and how it has been organized lately is approached afterwards. At the end, it is proposed an inclusion of social next to financial indicators, with the purpose of enriching the rendering of governmental accounts as well as to better manage the decisions on how to apply public resources. | en-US |
