| dc.description | The article deals with the brain drain from the perspective of relations between the developed and underdeveloped countries. The analysis takes as its starting point in the relations of domination in the world and an economic system that promotes the benefits of some of its parts at the expense of others. The paper is divided into three parts: 1) the different ways in which explains the brain drain, approaching the subject from different levels of analysis (the international, national and individual); 2) the current status of the phenomenon that concerns us in the world, which will mark the way in which different regions are involved, and the solutions that have been raised over the years; and 3) the situation of Mexican talents,their very specific characteristics and the actions carried against the negative effects of emigration of highly qualified human resources. | en-US |
| dc.description | El artículo analiza la fuga de cerebros desde una perspectiva de las relaciones entre los países desarrollados y los subdesarrollados, tomando como punto de partida las relaciones de dominación en el mundo y la existencia de un sistema económico que promueve el beneficio de unas de sus partes a costa de otras. El trabajo se divide en tres partes: 1) las diferentes maneras en las que se explica la fuga de cerebros, abordando el tema desde distintos niveles de análisis (el internacional, el nacional y el individual); 2) la situación actual del fenómeno en el mundo, donde se señala la manera en la que las distintas regiones participan, así como las soluciones que se han planteado a través de los años; y 3) la situación de los talentos mexicanos, en donde se revisan sus características y las acciones que se están llevando a cabo para contrarrestar los efectos negativos de la emigración de recursos humanos de alta capacitación. | es-ES |
