dc.descriptionComparando los resultados de producción y de comercio exterior del sector agropecuario y de la industria alimentaria mexicanas se demuestra que: a) la acumulación de capacidades productivas y tecnológicas fue superior en el modelo sustitutivo de importaciones que en el actual de ajuste estructural y liberalizador, y que, b) la actual debilidad productiva y tecnológica del conjunto alimentario mexicano radica en que se sigue aplicando la misma política tecnológica del antiguo modelo sustitutivo, la cual contradice al propio modelo liberalizador y choca con el ambiente tecnológico y los modos de competencia actuales. Para superar la debilidad productiva y tecnológica del conjunto alimentario se propone: 1) colocar a la suficiencia alimentaria como factor aglutinador (objetivo nacional) de los esfuerzos tecnológicos, sin descuido de la promoción de exportaciones; y 2) designar al Estado como el agente impulsor principal que coordine y aliente el cambio tecnológico y no sólo el cambio técnico.es-ES
dc.descriptionA comparison of the results of production and foreign trade in the mexican agricultural and fishing sector and the food industry shows  that: a) the accumulation of productive and technological capacities  was greater in the import-substituting model than in the current model  of structural adjustment and liberalization and b) the current productive  and technological weakness of the Mexican food sector as  a whole is due to the fact the government has continued to implement  the same technological policy as it did during the import-substituting  era, which contradicts the liberalizing model and clashes with the  current technological environment and forms of competition. In order  to overcome the productive and technological weakness of the food  sector, the author suggests: 1) making food sufficiency a cohesive factor (national objective) of technological efforts, without neglecting  the promotion of exports; and 2) designating the state as the main  coordinator and promoter of technological rather than merely technical  change.en-US
dc.descriptionLa comparaison des résultats de la production et du commerce extérieur du secteur rural et de l'industrie alimentaire mexicaine  démontre que: a) le cumul des capacités productives et  technologiques fut supérieur dans le modèle substitutif d'importations  que dans le modèle actuel d'ajustement structurel et libérateur et, que  b) les faiblesses productives et technologiques présentes de  l'ensemble alimentaire mexicain, résident dans le maintien de  l'application de la même politique technologique de l'ancien modèle  substitutif qui, contredit le propre modèle libérateur et, entre en conflit  avec le milieu technologique et les modes de concurrence  actuels. Afin de combler la faiblesse productive et technologique de  l'ensemble alimentaire, on propose de placer la suffisance alimentaire  comme un facteur agglutinant (objectif national) des efforts  technologiques, sans oublier de promouvoir les exportations et de désigner l'État comme le principal agent promoteur, chargé de  coordonner et encourager le changement technologique, outre le  changement technique.fr-CA
