| dc.description | La actual Constitución Política de Colombia desarrolla en su articulado las bases suficientes para el desarrollo de procesos participativos. Uno de sus componentes es la planeación participativa. A lo largo del tiempo al país le ha costado trabajo asimilar la importancia y
pertinencia de los espacios participativos, dando lugar tan solo a coqueteos o simples aproximaciones que generan cambios transitorios sin impacto real en la comunidad.
Problemas culturales, actitudes de los gobernantes, incipientes o complicados instrumentos entre otros son los problemas que se deben resolver antes de querer tener un sistema participativo eficiente. La planeación participativa debe ser el fruto de una nueva dinámica
social, debe ser el resultado de una nueva concepción de la forma de gobernar, debe surgir del interior de la población, debe salir del entusiasmo y fe de la población en un compromiso social. | |

Through the years, the importance and the relevance of the participant spaces has been difficult to assimilate by the
country, causing just some approaches that generate temporary changes without the real impact in the community. Problems such as Cultural problems, attitudes of the leaders, and incipient or complicated instruments among others are the ones that must be solved before trying
to have an efficient participant system. The participant planning must be the result of a new social dynamic, the new understanding of the way of govern, it must emerge from the inside of the population, it must come out of the enthusiasm and the faith on this one as a social commitment. | |
