Proceso de ASC - AGENDAS DE GENERO Y PLANES DE DESARROLLO. MEDELLIN 2004-2019

Abstract

The project analyzes the inclusion of gender agendas in the Municipal Development Plans of the city of Medellín during four administrations, spanning the period 2004-2019. The methodology used was descriptive and exploratory through a literature review focused on the Plans. Among the main findings is an increase in the budget allocated to gender issues with each new Administration, as well as the expansion of the concept of gender from an exclusively female issue to other population groups such as the LGBTIQ + population. Among the conclusions, it is worth highlighting the significant progress in the establishment of ADG in the PDM as a central instrument for city construction and the need to increase the number of resources and percentage of the total PDM budget allocated to ADG-related programs.

El proyecto analiza la inclusión de las agendas de género en los Planes de Desarrollo Municipales (PDM) de la ciudad de Medellín durante cuatro administraciones, comprendidas en el periodo 2004-2019. La metodología utilizada fue descriptiva y exploratoria mediante una revisión de literatura centrada en los Planes. Entre los hallazgos principales se evidencia un incremento del presupuesto destinado a cuestiones de género con cada nueva Administración, así como la ampliación de la concepción de género desde un asunto exclusivamente femenino a demás grupos poblacionales como la población LGBTIQ+. Dentro de las conclusiones, destaca el avance significativo en el establecimiento de ADG en los PDM como instrumento central para la construcción de ciudad y la necesidad de incrementar el monto de recursos y porcentaje del total del presupuesto del PDM destinado a los programas relacionados con ADG.
