Incidencia del programa social FONCODES en el bienestar social de la población beneficiaria de la región San Martín, período 2014-2018

Abstract

Decidí realizar la presente investigación a raíz de la problemática que se observa en toda nuestra región debido a los recurrentes índices de pobreza y desempleo (en ambos casos >20%) constituyéndola así en una de las regiones con poco bienestar social. Pero debido a la intervención de diversos programas sociales en la región se determinó realizar el estudio bajo la intervención de Foncodes por ser este parte de la estrategia “incluir para crecer” y estar a cargo del eje de inclusión económica. Por tanto, el objetivo general de investigación fue demostrar la incidencia del programa social FONCODES en el bienestar social de la población beneficiaria de la región San Martín, período 2014-2018. Se utilizó la investigación de tipo aplicada, el nivel de investigación empleado fue explicativo, el diseño fue no experimental longitudinal, y se realizó mediante la técnica de análisis documental, dentro de la metodología fue utilizado el modelo de regresión lineal simple para dar realce y mayor credibilidad al estudio. Finalmente, se llegó a la conclusión de que existe un nivel significativo de incidencia de Foncodes en el Bienestar Social, pero fue a un nivel bajo. Además, el indicador que más incidencia tuvo fue el nivel de ejecución presupuestal (Programa Foncodes) en la pobreza monetaria total (Bienestar Social), con un R2 de 0.11. En el caso del monto invertido en Haku Wiñay/Noa Jayatai y la pobreza monetaria extrema con ingreso autónomo, el R2 fue de 0.0268, equivalente a 2.68%. Asimismo, para el número de usuarios Haku wiñay y el porcentaje de la PEA ocupada, el R2 fue de 0.034, es decir de un 3.44 %.

The present research was proposed as a result of the problems observed throughout our region due to the high rates of poverty and unemployment (in both cases >20%), making it one of the regions with low social welfare. Due to the intervention of several social programs in the region, it was decided to carry out the study under the intervention of Foncodes, as it is part of the "include to grow" strategy and is in charge of the economic inclusion axis. Consequently, the general research objective was to demonstrate the impact of the social program FONCODES on the social welfare of the beneficiary population of the San Martin region, period 2014-2018. The applied type research was used, the level of research used was explanatory, the design was non-experimental longitudinal, and it was carried out using the documentary analysis technique. The simple linear regression model was used within the methodology to give enhancement and greater credibility to the study. Finally, it was concluded that there is a significant level of impact of Foncodes on Social Welfare, but it was at a low level. In addition, the indicator that had the greatest impact was the level of budget execution (Foncodes Program) on total monetary poverty (Social Welfare), with an R2 of 0.11. In the case of the amount invested in Haku Wiñay/Noa Jayatai and extreme monetary poverty with autonomous income, the R2 was 0.0268, equivalent to 2.68%. Likewise, for the number of Haku Wiñay users and the percentage of the employed EAP, the R2 was 0.034, or 3.44%.
