| dc.description | El propósito de este trabajo es evaluar la implementación de una Tarifa Social en el Sub Sector Eléctrico de Honduras, ¿Qué conlleva? Y cuál es el Marco legal, haciendo una reseña histórica desde que se reguló el Mercado Eléctrico hasta la entrada en vigencia de la Ley General de la Industria Eléctrica y demás leyes complementarias. Hoy por hoy, en Honduras no existe dentro del marco legal que contemple la Tarifa Social .El presente trabajo tendrá por objeto el estudio y la viabilidad de una tarifa social. Para entender este estudio se definirá qué es una Tarifa Social, la diferencia entre esta y los subsidios y/o subvenciones, conceptos básicos de energía y del mercado del Sub Sector Eléctrico. Una vez entendido lo anterior, se podrán plantear las diferentes interrogantes para llegar al entendimiento del impacto o los alcances de una posible aplicabilidad de Tarifa Social. Tarifa social es cuando un gobierno por medio de una partida presupuestaria o mediante un ente privado por disposición legal hace el pago de la factura que los consumidores tiene que pagar por tarifa impuesta por el mercado eléctrico, para un sector de la población que más se le dificulta acceder a diferentes recursos y que por tal situación, no puede pagar la tarifa común. | |
| dc.description | The purpose of this study is to evaluate the implementation of a Social Tariff on Honduras Electricity Sub Sector and what does it take to apply it? What it is the legal framework, making a historical review since the electricity market was regulated until the effective date of the General Law of Electricity Industry and other complementary laws. Today, in Honduras there is within the legal framework that includes the Social Tariff. This work will aim the study and the feasibility of a social tariff. To understand, this study will define what a Social Tariff, the difference between this and subsidies and / or grants, basic concepts of energy and Electricity Sector Sub market. Once understood the above, it may raise different questions for the understanding of the impact or scope of a possible applicability of Social Tariff. Social Tariff is when a government through a budget line or by a private entity by law make payment of the invoice that consumers have to pay for fee imposed by the electricity market, a sector of the population most difficult access to different resources and for that situation, they cannot afford the common rate. | |
