| dc.description | This work aimed to analyze how the structuring of the SMS interferes with the operational safety standards practiced by regular and non-regular operators. The methodology was developed through exploratory research, with a theoretical framework based on bibliography and documents, with both a qualitative and quantitative approach, from a theoretical basis assembled from books, articles, academic works, laws and regulations. The research conceptualized the SMS and elucidated its structure in the Brazilian aeronautical environment in regular and non-regular operations. Together, it was explained how the structuring of the SMS works in air modals, and the impact on Operational Safety generated by the system was shown, based on the structure and aeronautical accidents that occurred in these modals. Likewise, the methods for Risk Management and the positions that must exist for the operation of the SMS were described. Data on Aeronautical Accidents involving air operations in Brazil were analyzed, as well as the main factors that led to the occurrences, in order to make the system application transparent and to point out differences between regular and non-regular operators, and the causes of these differences. It was clarified how the regulation affects the air modes, and considerations were made regarding the impact generated by the SMS, which is greater in regular companies compared to non-regular companies, taking into account the main types of occurrences that lead to an accident. | |
| dc.description | Este trabalho teve como objetivo analisar como a estruturação do SGSO interfere nos padrões de segurança operacional praticados por operadores regulares e não regulares. A metodologia se desenvolveu por meio de uma pesquisa exploratória, com referencial teórico embasada bibliograficamente e documentalmente, com abordagem tanto qualitativa quanto quantitativa, desde uma base teórica montada a partir a partir de livros, artigos, trabalhos acadêmicos, leis e regulamentos. A pesquisa conceituou o SGSO e elucidou a sua estrutura no ambiente aeronáutico brasileiro em operações regulares e não regulares. Em conjunto, explicou-se como a estruturação do SGSO funciona nos modais aéreos, e mostrou-se o impacto na Segurança Operacional gerado pelo sistema, com base na estruturação e nos acidentes aeronáuticos ocorridos nesses modais. Do mesmo modo, foram descritos os métodos para Gerenciamento de Riscos e os cargos que devem existir para o funcionamento do SGSO. Analisaram-se dados relativos a Acidentes Aeronáuticos envolvendo operações aéreas no Brasil, e quais os principais fatores que levaram às ocorrências, de forma a transparecer a aplicação do sistema e apontar diferenças entre operadores regulares e não regulares, e as causas dessas diferenças. Elucidou-se como a regulamentação atinge os modais aéreos, e dispuseram-se as considerações a respeito do impacto gerado pelo SGSO, que é maior em empresas regulares em comparação com empresas não regulares, levando-se em conta os principais tipos de ocorrências que levam a um acidente. | |
