| dc.description | O principal objetivo deste trabalho é demonstrar como a Organização do Tratado do Atlântico Norte encontra-se na liderança dos novos esforços contra ameaças cibernéticas, incluindo crimes cibernéticos, ciberespionagem, mas, acima de tudo, preparando a organização e a seus países-membros para um novo tipo de conflito: a guerra cibernética. Caso uma guerra desse tipo ocorra, a Aliança Atlântica já discutiu pontos importantes - por exemplo, se o ecanismo de defesa coletiva deve aplicar-se ou não ao domínio cibernético. A fim de conseguir isso, o trabalho foi dividido em quatro capítulos. O primeiro introduz o tema e explica a metodologia utilizada na pesquisa. O segundo capítulo apresenta uma abordagem teórica sobre a segurança internacional e segurança cibernética, em geral, necessária para uma boa compreensão do tema. O terceiro descreve os principais acontecimentos envolvendo ataques cibernéticos com relevância para a política internacional. Finalmente, o capítulo principal trata diretamente das decisões tomadas no âmbito da OTAN para garantir a segurança cibernética, incluindo, entre outras, a criação do Centro de Excelência para Defesa Cibernética Cooperativa (CCDCOE) e a publicação do "Manual de Tallinn de Direito Internacional Aplicável à Guerra Cibernética" | |
| dc.description | The main purpose of this essay is to demonstrate how the North Atlantic Treaty Organisation found itself spear-pointing the new efforts against cyber-threats, including cybercrime, cyberespionage but, above all, preparing itself an its country-members to a new type of conflict: the cyber warfare. Should it happen, the Atlantic Alliance has already discussed important points - for example, if the collective defense mechanism should apply or not to the cyber domain. In order to achieve that, the work has been divided into four chapters. The first introduces the theme and explains the methodology used in the research. The second chapter gives a theoretical approach about international security and cybersecurity in general, necessary to a good understanding of the theme. The third chapter describes the main events involving cyber-attacks with relevance to the international politics. Finally, the last and main chapter addresses directly the decisions made within NATO to assure cybersecurity, including the creation of the Cooperative Cyber Defence Centre of Excellence (CCDCoE) and the publishing of the "Tallinn Manual of International Law Applicable to Cyber Warfare", among others. | |
