dc.descriptionO tema desta pesquisa aborda o policiamento comunitário como instrumento de garantia da segurança do cidadão, policiamento este que faz parte da filosofia de polícia comunitária, uma nova forma de policiar, o sonho de uma nova polícia. O presente trabalho tem por objetivo maior envolver a sociedade nos debates sobre segurança pública e também acentuar a importância social do tema em estudo para toda a população e explicar o que é a filosofia de polícia comunitária e, principalmente, o que ela não é. Busca ainda esclarecer o que são os Conselhos Comunitários de Segurança (Consegs) e a importância desta modalidade de associação comunitária. Após a promulgação da Constituição de 1988, as polícias no Brasil iniciaram um processo de mudança com relação às ações de policiamento ostensivo e na busca incessante por uma nova estratégia de policiamento, em que a proximidade da polícia com a comunidade seja a palavra de ordem. Para abordar tema tão relevante como Segurança Pública, o trabalho foi norteado por uma pesquisa bibliográfica e trata da parte histórica, desde o surgimento da sociedade e das polícias, dos modelos de polícia existentes em alguns países, bem como da emergência de um novo modelo. Traz como escopo em seu segundo capítulo os conceitos básicos de polícia comunitária, seus princípios e as principais diferenças entre o policiamento tradicional e o policiamento comunitário. Em seu terceiro e último capítulo versa sobre os "Seis Grandes" da polícia comunitária, a organização da comunidade, a criação e a finalidade dos Conselhos Comunitários de Segurança (Conseg).
dc.descriptionThe topic of the present research evinces the community policing as an appliance to guarantee the citizen security, where as this kind of policing is inserted in the community police philosophy as a new way of policing, which became a dream of a new police system. This term paper has as its main objective to involve the society in the public security discussions, jutting the social importance of the mentioned subject for the general population, as well as to clarify the meaning of the community police philosophy, especially concerning to what it is not. In addition, it approaches the concept of the Consegs (Brazilian abbreviation for Community Security Council) and the significance of this modality of community association. After the Brazilian Constitution promulgation (1988), the Brazilian police started a changing procedure regarding their repressive actions, searching for a new strategy of policing, in which the police approximation with the community is imperative. In view of this paper approaches such a relevant topic as the Public Security, it was guided by bibliographical search, pointing the historical evolution, since the rising of the society and police, its modalities in other countries, as well as the urgency of a new example of police. The second chapter evinces the basics concepts of community police, its principles and the main differences between the traditional policing and community policing. At the end, the third chapter explains the six big groups of the community police, the community organization, the creation and purpose of the Consegs.
