| dc.description | The present work aims to evaluate the possible effects of changes in the legislation that governs the Brazilian port system on macroeconomic variables of municipalities that have port terminals. The Ports Law, nº 12,815 of 2013 aimed to modernize and expand the Brazilian port system, attract investment and increase competition in the sector. The core of the analysis of this legislation was the greater freedom of action for private-use terminals to compete with public ports, which previously held the sector's monopoly. Based on this new configuration of the sector, what was the behavior of GDP, wages, the number of people employed and exports in these municipalities? The methodology used for this investigation was the difference-in-differences model with multiple time periods. The results found show that there were signs of change in the behavior of macroeconomic variables for the municipalities that had or later received port terminals. The legislation enacted possibly influenced the increase in GDP and wages in such municipalities. There was no detectable change in the value of exports. And on unemployment, it was not possible to investigate the behavior, due to violation of the premise of lack of parallelism in a previous trend. Alternatively, another way of delimiting a group of treaties was performed with only endpoints created after 2013, however, no significant behavior change values were found, possibly due to the very low number of observations | |
| dc.description | O presente trabalho tem como proposta avaliar os possíveis efeitos das mudanças na legislação que rege o sistema portuário brasileiro sobre variáveis macroeconômicas dos municípios que possuem terminais portuários. A Lei dos Portos, nº 12.815 de 2013 teve como objetivo modernizar e ampliar o sistema portuário brasileiro, atrair investimentos e ampliar a concorrência no setor. O cerne da análise dessa legislação foi a maior liberdade de atuação para os terminais de uso privativo concorrerem com os portos públicos, antes detentores do monopólio do setor. A partir dessa nova configuração do setor qual foi o comportamento do PIB, dos salários, do número de pessoas empregadas e das exportações em tais municípios? A metodologia utilizada para esta investigação foi o modelo de diferença em diferenças com múltiplos períodos de tempo. Os resultados encontrados mostram que ocorreu indícios de mudança de comportamento das variáveis macroeconômicas para os municípios que possuíam ou receberam posteriormente terminais portuários. A legislação promulgada possivelmente influenciou no aumento do PIB e dos salários em tais municípios. Não houve alteração detectável sobre o valor das exportações. E sobre desemprego não foi possível investigar o comportamento, por violação da premissa de ausência de paralelismo em tendência prévia. Alternativamente, uma outra forma de delimitar grupo de tratados foi executada com apenas terminais criados após 2013, contudo não foram encontrados valores de alteração de comportamento significantes, possivelmente devido ao número muito baixo de observações | |
