| dc.description | This study aims to analyze the public policy employed by the State and the city of São Paulo at the so called Cracolândia region. This work concerns the policial intervention backed up by the “pain and suffering” strategy, that intends to suppress the drug trafficking at the region and to foment the abstinence of the chemically dependent in hopes of, in doing so, these persons may seek help. The critical look given to this public policy endorsed by the integrated justice theory proposed by Nancy Fraser; therefore an examination of her work was made. Initially, Fraser presents the two-dimensional thesis, in which she demonstrates that the challenges of contemporaneity no longer bear a truncated conception of justice, and the problems of injustices must be remedied answering both claims to economic policies and to cultural or status policies. This necessity of integrating both demands for justice becomes clearer when one glimpses bivalent collectives, so very common to the contemporary world e essential characteristic of the Cracolândia community. In this way, to conceive this collectivity as a bivalent social category is this research's key point and, through this perception, one concludes that the previously mentioned policy is not capable of treating the chemically dependent as a peer in social interaction and neither can it facilitate that he reaches social esteem. Therefore, the police intervention at Cracolândia backed up by the “pain and sufferiment” strategy is not capable of carrying out justice to the region's chemically dependent when one conceives the integrated theory of justice.

| dc.description | O presente trabalho objetiva analisar a política pública empregada pelo Estado e Município de São Paulo na região denominada Cracolândia. O trabalho diz respeito à intervenção policial embasada na estratégia de “dor e sofrimento” que tem como objetivo intimidar o tráfico de drogas na região e fomentar a abstinência nos dependentes químicos na esperança de que, assim, estes procurem ajuda. O olhar crítico dado a essa política pública se respalda na teoria de justiça integrada proposta por Nancy Fraser; para tanto foi realizado um exame de suas obras. Inicialmente, Fraser apresenta a tese bidimensional, na qual a autora demonstra que os desafios da contemporaneidade não mais comportam uma concepção truncada de justiça, sendo que os problemas de injustiças devem ser remediados atendendo tanto aos reclames por políticas econômicas quanto os por políticas culturais, de status. Essa necessidade, de integrar ambas as demandas por justiça, se resta mais clara quando se vislumbra as coletividades bivalentes, tão comuns ao mundo contemporâneo e característica essencial da comunidade da Cracolândia. Dessa forma, conceber esta coletividade como categoria social bivalente é o ponto chave da pesquisa e, através desta percepção, conclui-se que a mencionada política não é capaz de tratar o dependente como par na interação social e tampouco possibilitar que este alcance estima social. Portanto, a intervenção policial na Cracolândia pautada na “dor e sofrimento” não é capaz de efetivar justiça aos dependentes químicos da região quando se concebe a teoria integrada de justiça. | |
