dc.descriptionThe Federal Government, through the Public Politics in the year 2003, unified the program of transference of income called the Family Grand Program – FGP [Programa Bolsa Família – PBF] to the usage of basic services, among them the education. This program tries to minimize the difficulties and improve the life conditions of the families who are in a situation of vulnerability and social risk. The aim of this research is to study of the Family Grand Program – FGP and the implications in the education of the Guarani Kaiowá, Guarani Nandéva children from the Native Municipal School Tengatui Marangatu. The research method was developed through literature, documents analysis and study of cases. The place for collecting data was the native school inside the Native Area of Dourados (RID). The data collection field occurred in the indigenous school unit in the Indigenous Reserve of Dourados – RID. Semi-structured interviews were conducted with the program manager, educators and mothers of children. The selected categories of analysis were: the conception of FGP, the conditionality of the program in education, the perception of interviewed about the FGP. When analyzing the social and educational politics, giving special attention to the indigenous matters on specific politics, among which is inserted the FGP conditionalities, contradictions were observed when related to the educational and social guarantees declared in the 1988 Constitution for the indigenous people. The results of the current research highlighted significant information about the indigenous school attendance with the PBF. It has been found that the coordination, the teachers and some mothers that took part in this research knew little of the FGP conditionings. One of the facts that could be pointed out from this research is that the FGP exigencies are limited to the school attendance control. This program could lead to other encouragements in order to increase the families’ support at school, giving the students motivation to study with more enthusiasm. These research’s results are expected to cast a new glance over the specificities of the FGP education conditionalities once related to the indigenous people matters.
dc.descriptionO Governo Federal, por meios de Políticas Públicas no ano de 2003, unificou alguns programas de Transferência de Renda para o Programa Bolsa Família que é condicionado à utilização de serviços básicos, entre eles a educação. Este programa busca minimizar as dificuldades e melhorar as condições de vida das famílias que estão em situação de vulnerabilidade e risco social. O presente trabalho tem como objetivo geral estudar o Programa Bolsa Família - PBF e as especificidades das condicionalidades da frequência escolar, considerando a realidade e o contexto de crianças indígenas, guarani kaiowá, guarani ñandéva1 e terena da Escola Municipal Indígena Tengatui Marangatu. O método foi desenvolvido através da fundamentação teórica, análise de documentos e estudo de caso. O campo de coleta de dados ocorreu na unidade escolar da Reserva Indígena de Dourados – RID. Entrevistas semi estruturadas foram realizadas com educadores e mães das crianças. As categorias de análise escolhidas foram: concepção PBF, a condicionalidade na educação, a percepção das professoras, mães e coordenação sobre o PBF e a condicionalidade da frequência escolar. Ao analisar as políticas educacionais e sociais, em especial as políticas específicas nas questões indígenas, entre as quais se insere as condicionalidades do PBF, observamos contradições no que se relaciona as garantias educacionais e sociais anunciadas pela Constituição de 1988 para os povos indígenas. Os resultados da pesquisa evidenciaram informações significativas em relação a frequência escolar do PBF com os alunos indígenas da unidade escolar. Verificamos que a coordenação, professoras, algumas mães pesquisadas conhecem pouco as condicionalidades do PBF. Um dos fatos que se destaca ao longo do trabalho é a exigência do PBF ser limitado ao controle da frequência escolar. Este programa poderia ter outros incentivos para a maior participação das famílias na escola e entusiasmo para os alunos estudarem com mais interesse. Espera-se que os resultados da pesquisa possam colaborar para que novos olhares sejam lançados sobre a especificidade das condicionalidades da educação do PBF nas questões indígenas.
