| dc.description | This paper presents results of research on the history of the Social Movement for the creation and defense of the Extractive Reserve Renascer (Rebirth RESEX), in the municipality of Prainha, in the Lower Amazon region, west of the State of Pará this trajectory, we highlight the opportunity structures policies for the role of social movements and their corresponding repertoires, benchmarks, strategies and action tendencies toward institutionalization, which are analyzed from the perspective of the school's political process (TILLY, 1978; TARROW, 1997) combined with the theory of action collective (TOURAINE, 1989) and other approaches culturalist social movements Amazon. The study period covers the end of the 1990s – a time when we have news of the arrival of logging companies in the region, beginning with social joints to create a protected site - until the year 2011 – with the incipient debates for the construction of the Management Plan for the conservation unit. In this study wondered if winning the RESEX Reborn would be cumulative result of historical and mobilization strategies, political coalition of local leaders and traditional communities in this Amazon region, and / or if this achievement was associated with institutional changes, historical and structural occurred within the State and in the patterns of relationship between this and the civil society. It was concluded that although the achievements of social movements have used the structure of political opportunities (legal framework, political and institutional) at the federal, were organizing strategies - from the culture and history of the movement - which guaranteed and guarantee such a level of cohesion and strength, revealing themselves as overweight. Moreover, although the strategies of collective action of social movements have been influenced by the structure of political opportunities of this period, such strategies have influenced this structure in greater proportion by encouraging a cycle of protests to other social movements similar identity in the region. It was also observed that, even with the creation of extractive reserves and the organization of the movement for its management can not speak in complete institutionalization of the social movement. | dc.description | Este trabalho apresenta resultados da pesquisa sobre a trajetória do Movimento Social pela criação e defesa da Reserva Extrativista Renascer (RESEX Renascer), no município de Prainha, na região do Baixo Amazonas, oeste do Estado do Pará. Desta trajetória, destacamos a estrutura de oportunidades políticas para a atuação do movimento social e seus correspondentes repertórios, marcos referenciais, estratégias de ação e tendências à institucionalização, os quais são analisadas sob a perspectiva da escola do processo político (TILLY, 1978; TARROW, 1997) combinada com a teoria da ação coletiva (TOURAINE, 1989) e outras abordagens culturalistas dos movimentos sociais amazônicos. O período da pesquisa compreende o final da década de 1990 – época em que se tem notícia da chegada das empresas madeireiras na região, com início das articulações sociais para a criação de uma unidade de conservação no local –, até o ano de 2011 – com os incipientes debates para a construção do Plano de Manejo da unidade de conservação. Na presente pesquisa indagou-se se a conquista da RESEX Renascer seria resultado cumulativo e histórico das estratégias de mobilização, coalizão política das lideranças locais ou das comunidades tradicionais dessa região amazônica; e/ou se essa conquista estaria associada às transformações institucionais, históricas e estruturais ocorridas no interior do Estado e nos padrões de relação entre o este e a sociedade civil. Concluiu-se que, embora as conquistas do movimento social tenham aproveitado a estrutura de oportunidades políticas (contexto legal, político e institucional) no âmbito federal, foram as estratégias de organização – a partir da cultura e história do movimento – que lhe garantiram e garantem tal nível de coesão e força, revelando-se como preponderantes. Outrossim, apesar de as estratégias de ação coletiva do movimento social terem sido influenciadas pela estrutura de oportunidades políticas do período mencionado, tais estratégias influenciaram em maior proporção esta estrutura, incentivando um ciclo de protestos para outros movimentos sociais de identidade similar na região. Observou-se também que, mesmo com a criação da RESEX e a organização do movimento para a sua gestão não se pode falar em institucionalização completa do movimento social. Este foi obrigado a manter estratégias de protestos, denúncias e reivindicações (inclusive com repertórios de desobediência civil) para assegurar os direitos já conquistados, ante a permanente ameaça dos grupos que lhe são opositores (contramovimento à RESEX) | |
