| dc.description | O intenso movimento de pessoas e de mercadorias contribui para acelerar o crescimento do número de pragas disseminadas entre os países - tanto que somente no período de 2009 a 2013 cinco pragas foram introduzidas no Brasil, causando prejuízos incalculáveis à agricultura. O patrimônio agrícola e florestal brasileiro necessita de adequada proteção fitossanitária, pois pragas são ameaças passíveis de serem disseminadas, dentre outras vias, por meio de plantas e produtos vegetais transportados em bagagens de passageiros procedentes de países com diferentes status fitossanitário (principalmente por via aérea). Para adequar as medidas de proteção, torna-se necessário avaliar o perigo fitossanitário representado por plantas e produtos vegetais interceptados por essa via de ingresso. A inexistência de dados sistematizados impossibilita essa avaliação para plantas e produtos vegetais interceptados pelo Sistema de Vigilância Agropecuária Internacional (VIGIAGRO) do Ministério da Agricultura, Pecuária e Abastecimento (MAPA) nos aeroportos. Os dados qualitativos contidos no atual formulário de interceptação são insuficientes. O não preenchimento de todos os campos ou o preenchimento desses de forma inconsistente e inexata inviabilizou uma avaliação completa do perigo fitossanitário inicialmente pretendida. Dessa forma, o trabalho foi redirecionado para análise dos procedimentos atualmente adotados para a fiscalização de bagagens de passageiros constantes no Manual do VIGIAGRO. Foram utilizados dados e informações coletadas junto às UVAGRO/SVA nos aeroportos, por meio da aplicação de questionários aos chefes e Fiscais Federais Agropecuários Engenheiros Agrônomos ali localizados (tratando específicamente sobre a estrutura de apoio existente para o desenvolvimento da atividade e a execução dos procedimentos de fiscalização de bagagens de passageiros). Os dados e informações levantados junto às Unidades e Serviços foram confrontados com dados sobre a movimentação de passageiros por via aérea, bem como com fatores utilizados para avaliar o perigo fitossanitáro de plantas e produtos vegetais interceptados. Isso possibilitou concluir que há necessidade de ajustes e alterações no Manual do VIGIAGRO para o aperfeiçoamento dos procedimentos de forma a adequá-los operacionalmente com base em critérios técnicos. As sugestões apresentadas para a atividade das UVAGRO/SVA - segmento aeroportos devem viabilizar a geração e a manutenção de uma base de dados de qualidade para a realização de estudos estatísticos e da qualificação do perigo das plantas e produtos vegetais interceptados em bagagens de passageiros pelo VIGIAGRO. Os desafios relativos à estrutura, especialmente a insuficiência de recursos humanos, são fatores que enfraquecem o sistema e contribuem para a porosidade de nossas fronteiras. Subsídios importantes estão disponíveis para utilização pelas autoridades responsáveis pela proteção fitossanitária e vigilância agropecuária brasileira, objetivando o reforço da atividade preventiva executada pelo VIGIAGRO, por meio do planejamento de ações em nível estratégico, tático e operacional - conferindo maior segurança à missão de salvaguardar a agricultura do Brasil das ameaças de introdução de pragas. | |
| dc.description | The intense movement of people and goods contributes to accelerate the increase in the number of pests spread among countries so that just in the period from 2009 to 2013 five pests were introduced in Brazil, causing untold damage to agriculture. The Brazilian agricultural and forestry patrimony requires adequate phytosanitary protection, because pests are threats likely to be disseminated, among other ways, through plants and plant products carried in luggage of passengers coming from countries with different phytosanitary status (mainly by air). To adequate protection measures, it is necessary to evaluate the phytosanitary hazard represented by plants and plant products intercepted by that route of entry. The lack of computed data makes it impossible to review plants and plant products intercepted by International Agricultural Surveillance System (VIGIAGRO) of the Ministry of Agriculture, Livestock and Supply (MAPA) at airports. The qualitative data contained in the current form of the interceptions are insufficient. Not filling in all the fields or filling of those inconsistently and inaccurate makes a complete assessment of the phytosanitary hazard. The work, then, was directed to analysis of the procedures currently adopted for the inspection of passengers' baggage in the VIGIAGRO Manual. Data and information were collected with the Agricultural Surveillance Services (UVAGRO/SVA) in airports, through the application of questionnaires to the bosses and Agricultural Federal Inspector who work there (addressing specifically about existing support structure for the development of activity and implementation of passengers' baggage procedures). The data and information gathered were related to the researched data about the movement of passengers by air; and factors used to assess the phytosanitary hazard of plant and plant products intercepted. The obtained evaluation made it possible to conclude that there is need for adjustments and changes in the VIGIAGRO's Manual for the improvement of procedures described in it, in order to adapt them operationally based on technical criteria. The suggestions presented to the activity of UVAGRO/SVA - airports segment are intended to facilitate the generation and maintenance of a quality database that allows the realization of statistical studies and the qualification of the hazard of plants and plant products intercepted in passengers' baggage by VIGIAGRO. The challenges related to the structures are, specially the lack of human resources, factors that weaken the system and contribute to the porosity of our borders. Important subsidies are available for use by the authorities responsible for phytosanitary protection and Brazilian agriculture surveillance, aiming at strengthening the preventive activity performed by VIGIAGRO, through action planning on strategic, tactical and operational level - giving greater security to the mission of safeguarding the Brazilian agriclture of pests introduction threats. | |
