| dc.description | Esta pesquisa teve como objetivo compreender os efeitos da implementação do Programa Mais gestão (PMG) nas redes das cooperativas atendidas no âmbito do Território Portal do Sertão (TPS), Bahia. Para isso, construiu-se uma Matriz de Estrutura Lógica (MEL) que auxiliou na descrição da implementação do PMG no TPS. Com efeito, analisou-se as redes das cooperativas atendidas pelo PMG no território, observando os mútuos efeitos entre a implementação do Programa e as redes das cooperativas do TPS. O lócus da pesquisa compreende o TPS, os dados foram coletados no período de março à maio através de análise documental e entrevistas com (14) interlocutores, utilizando um roteiro semi estruturado específico para cada um dos três grupos de atores envolvidos na implementação do PMG: (i) a entidade executora; (ii) as cinco cooperativas atendidas no TPS; (iii) as entidades territoriais parceiras das cooperativas. Na implementação do PMG, percebe-se que há um tensionamento entre o que foi formulado oficialmente pelo MDA e a maneira como foi implementado pela entidade executora. O MDA estabeleceu um conjunto de atividades que foram moldadas pela entidade executora de acordo as pressões das relações sociais locais, a seleção das cooperativas ocorreu conforme a rede de relações da executora, as visitas técnicas foram em maioria nas cooperativas com maior empatia com a executora, demostrando a capacidade que a rede local teve em condicionar a implementação do PMG para o seu favorecimento. Por sua vez, os efeitos da implementação do PMG foram distintos, algumas cooperativas tornaram-se centrais, expandiram suas redes e intensificaram os vínculos entre elas, outras tiveram conflito e ficaram mais periféricas durante todo processo de implementação do PMG. | |
| dc.description | The objective of this research was to understand the effects of the implementation of the More Management Program (PMG) in the networks of cooperatives served in the Portal do Sertão Territory (TPS), Bahia. For that, a Logical Structure Matrix (MEL) was constructed that aided in the description of PMG implementation in TPS. In fact, the networks of the cooperatives served by the PMG in the territory were analyzed, observing the mutual effects between the implementation of the Program and the networks of the cooperatives of the TPS. The research locus comprises the TPS, the data were collected in the period of March to the greater through documentary analysis and interviews with (14) interlocutors, using a semi structured script specific for each of the three groups of actors involved in the implementation of PMG: (i) the executing entity; (ii) the five cooperatives served in TPS; (iii) the cooperative territorial entities. In the implementation of PMG, there is a tension between what was formally formulated by the MDA and how it was implemented by the executing entity. The MDA established a set of activities that were shaped by the executing entity according to the pressures of local social relations, the selection of cooperatives occurred according to the network of relations of the executor, technical visits were mostly in cooperatives with greater empathy with the executor, demonstrating the capacity that the local network had in conditioning the implementation of the PMG for its favor. In turn, the effects of PMG implementation were distinct, some cooperatives became central, expanded their networks and intensified their links, others conflicted and became more peripheral throughout the PMG implementation process. | |
