| dc.description | O estudo em questão teve por objetivo analisar a dinâmica do movimento de institucionalização do enfrentamento à violência contra as mulheres (VCM), a partir das articulações estabelecidas entre os diferentes setores organizacionais no município de Viçosa-MG. Com a perspectiva de responder ao seguinte problema de pesquisa: qual o perfil das mulheres em situação de violência e de que forma ocorreu a institucionalização do enfrentamento à VCM no município e o processo de intersetorialidade como ação propulsora do desenvolvimento dos serviços de atendimento ao público feminino em situação de violência, em Viçosa-MG? Dentre o percurso metodológico utilizado, os instrumentos selecionados foram a pesquisa documental, em arquivos digitais e impressos de documentos históricos, relatórios técnicos, produzidos no período compreendido entre 2002-2019, de acontecimentos ocorridos em âmbito nacional, estadual e municipal, além de entrevista com representantes das organizações, complementados com o banco de dados do Observatório da Violência Contra as Mulheres e consultas da Anamnese/Casa das Mulheres. Visando elencar um conjunto de discussões capazes de trazer respostas ao problema de pesquisa, foram elaborados cinco capítulos. Os resultados da pesquisa indicaram que a Casa das Mulheres tornou-se a principal interlocutora com o poder público municipal, e com as demais organizações convidadas a dividir a responsabilidade de realizar um trabalho conjunto, sendo um pilar de sustentação da rede, deste modo, caso se ausente, pode ocasionar dispersão em torno dos atendimentos, difícil de serem contornados. Além da Casa das Mulheres, determinadas organizações também apresentaram atuação mais efetiva na rede, Defensoria Pública, Polícia Civil, Hospital São Sebastião, CREAS e CEAE. A gestão da rede, não se concretizou em termos de um aparato administrativo formalizado, não sendo designado ou criado um órgão que se responsabilizasse pela gestão intersetorial, no que tange ao planejamento e coordenação das ações dentro do poder público municipal. A ausência de maior monitoramento e avaliação da dinâmica dos trabalhos, com definições mais claras e precisas de estratégias de gestão, ocasionou deficiências em torno da efetividade de um atendimento integral direcionado às mulheres. Apesar da violência ser verificada em diferentes contextos e realidades de vida distintas, a sua maior incidência está atrelada à situação de vulnerabilidade social vivenciada pelas mulheres. Existem diversas possibilidades de percursos diante da decisão da mulher em prosseguir sua caminhada na rota crítica, no intuito de romper com o ciclo de violência. A materialização da Rede Protetiva ocorreu, sobretudo em âmbito político, mas pouco difundido entre as mulheres atendidas, necessitando de mecanismos mais concretos para a sua corporificação no contexto social. Por fim, contando com aporte teórico utilizado e com o suporte das análises realizadas, conclui-se que, apesar de toda dinâmica de ações, viabilizadas, em Viçosa, em direção ao enfrentamento à VCM, a inserção desse novo arranjo de trabalho, promovido por meio da constituição de redes intersetoriais de atendimento às mulheres em situação de violência, enfrenta obstáculos para se manter em funcionamento, em âmbito municipal, devido aos apoios institucionais precários, gestão deficitária e desarticulações em torno do trabalho realizado, não se materializando nas instâncias governamentais e nem tampouco no meio social. | dc.description | The study in question aims to analyze the dynamics of the movement to institutionalize the fight against violence against women (VCM), from the articulations established between the different organizational sectors in the city of Viçosa-MG. With the perspective of answering the following research problem: what is the profile of women in situations of violence and how was the institutionalization of the fight against VAW in the municipality and the intersectoral process as a propelling action for the development of services for the female public in a situation of violence, in Viçosa-MG? Among the methodological path used, the instruments selected were documentary research, in digital and printed files of historical documents, technical reports, produced in the period between 2002-2019, of events that occurred at the national, state and municipal levels, in addition to interviews with representatives of the organizations, complemented with the database of the Observatory of Violence Against Women and consultations of Anamnesis/Casa das Mulheres. In order to list a set of discussions capable of providing answers to the research problem, five chapters were prepared. The results of the research indicated that the Casa das Mulheres became the main interlocutor with the municipal government, and with the other organizations invited to share the responsibility of carrying out a joint work, being a pillar of support for the network, in this way, in case if absent, it can cause dispersion around the services, which are difficult to circumvent. In addition to Casa das Mulheres, certain organizations also performed more effectively in the network, Public Defender's Office, Civil Police, Hospital São Sebastião, CREAS and CEAE. The management of the network, did not materialize in terms of a formalized administrative apparatus, not being designated or created an agency that would be responsible for the intersectoral management, regarding the planning and coordination of actions within the municipal public power. The absence of greater monitoring and evaluation of the work dynamics, with clearer and more precise definitions of management strategies, caused deficiencies around the effectiveness of a comprehensive care aimed at women. Although violence is seen in different contexts and different realities of life, its higher incidence is linked to the situation of social vulnerability experienced by women. There are several possibilities for paths in the face of the woman's decision to continue her journey on the critical route, in order to break the cycle of violence. The materialization of the Protective Network took place, above all in the political sphere, but little spread among the women served, requiring more concrete mechanisms for its embodiment in the social context. Finally, with the theoretical support used and with the support of the analyzes carried out, it is concluded that, despite all the dynamics of actions, made possible, in Viçosa, towards facing the VCM, the insertion of this new work arrangement, promoted by through the establishment of intersectoral networks to assist women in situations of violence, it faces obstacles to remain in operation, at the municipal level, due to precarious institutional support, poor management and disarticulation around the work carried out, not materializing in government bodies and nor in the social environment.
