| dc.description | The paper aims at examining from a comparative point of view the different existent regulatory regimes. Three main categories arise: the traditional rate-of-return regulation (RTR), the price-cap regulation and the so called incentive regulation that involves earnings sharings above some reference rate-of-return. We examined the incentive issue regulation taking as reference the recent theoretica literature, There are low incentives for cost reduction under RTR. The alternative forms of regulation , though im principio superior, are also Somewhat distant from a theoretical ideal. | |
| dc.description | O artigo pretende examinar de um ponto de vista comparativo os diferentes regimes regulatórios existentes. Três categorias principais emergem: a tradicional regulação de taxa de retorno (RTR), a regulação por limite de preços e a chamada regulação por incentivos que envolve repartição de rendimentos acima de uma taxa de retorno de referência. Examinamos a questão do incentivo em regulação tomando como referência a literatura teórica recente, Existem reduzidos incentivos para reducão de custos sob RTR. As formas alternativas de regulação, embora em princípio superiores, estão também algo distantes de um ideal teórico. | |
