dc.descriptionA trajetória de implantação das Práticas Integrativas e Complementares em Saúde (PICS) no Sistema Único de Saúde (SUS) municipal tem se dado de forma heterogênea e incipiente. Em Mendes, município do interior do estado do Rio de Janeiro, as PICS são ofertadas de forma desestruturada. É de responsabilidade da gestão o planejamento da implantação dessas práticas, considerando as especificidades do território e da Rede de Atenção à Saúde (RAS). Este estudo objetivou planejar a implantação das Práticas Integrativas e Complementares no município de Mendes, de acordo com as diretrizes da Política Nacional de Práticas Integrativas e Complementares (PNPIC). Trata-se de um Projeto de Intervenção (PI), sob a proposta de construção de um plano de implantação das PICS no município, com ênfase na Atenção Básica (AB). A primeira etapa foi constituída de: pesquisa documental; aplicação de um questionário eletrônico aos profissionais de saúde da rede e; oficina técnica no âmbito da gestão (elaboração da matriz SWOT/FOFA). As demais etapas referem-se à elaboração de uma matriz de programação das ações e o modelo lógico da intervenção, respectivamente. Apesar dos hiatos no planejamento das PICS no município, são observados movimentos de articulação na rede com o intuito de estabelecer fluxos de referenciamento. No entanto, não foi evidenciada a organização dos processos de trabalho. Foram identificadas ofertas de PICS na AB e na atenção especializada. Entre os aspectos limitantes à sua implantação estão a ausência de incentivo financeiro específico e a dificuldade na conciliação da agenda profissional com a inserção das PICS. Entre os fortalecedores estão a inserção das PICS no Plano de Saúde Municipal, e a existência de profissionais qualificados em PICS na RAS. São recomendadas a elaboração de propostas de qualificação e a inclusão de capacitações nas agendas de educação permanente institucionais. Ademais, que seja dada continuidade ao plano de implantação, com a inserção das práticas nas demais esferas de gestão, observando o princípio de planejamento ascendente. Cabe ainda enfatizar a importância do desenvolvimento de uma política municipal, capaz de conferir segurança e legitimidade ao processo de implantação. Entretanto, é premente que esta não seja limitada a um ato político-normativo, mas que sejam desenvolvidos dispositivos compatíveis com as especificidades do território, pactuados coletivamente, para de fato, consolidar as PICS no SUS municipal.
dc.descriptionThe trajectory of implementation of Integrative and Complementary Practices in Health (PICS) in the municipal Unified Health System (SUS) has been heterogeneous and incipient. In Mendes, a municipality in the interior of the state of Rio de Janeiro, PICS are offered in an unstructured way. The management is responsible for planning the implementation of these practices, considering the specificities of the territory and the Health Care Network (RAS). This study aimed to plan the implementation of Integrative and Complementary Practices in the municipality of Mendes, according to the guidelines of the National Policy on Integrative and Complementary Practices (PNPIC). It is an Intervention Project (IP), under the proposal of building a plan to implement PICS in the city, with emphasis on Primary Care (AB). The first stage consisted of: documentary research; application of an electronic questionnaire to health professionals in the network and; technical workshop in the scope of management (preparation of the SWOT/FOFA matrix). The other steps refer to the elaboration of an action programming matrix and the intervention's logical model, respectively. Despite the gaps in the planning of PICS in the municipality, articulation movements are observed in the network with the aim of establishing referencing flows. However, the organization of work processes was not evidenced. PICS offers were identified in AB and in specialized care. Among the aspects that limit its implementation are the absence of specific financial incentives and the difficulty in reconciling the professional agenda with the insertion of PICS. Among the strengths are the inclusion of PICS in the Municipal Health Plan, and the existence of qualified professionals in PICS in the RAS. The preparation of qualification proposals and the inclusion of training in institutional permanent education agendas are recommended. Furthermore, that the implementation plan be continued, with the insertion of practices in the other spheres of management, observing the principle of ascending planning. It is also worth emphasizing the importance of developing a municipal policy, capable of providing security and legitimacy to the implementation process. However, it is urgent that this is not limited to a political-normative act, but that devices compatible with the specificities of the territory are developed, collectively agreed, in order to, in fact, consolidate the PICS in the municipal SUS.
