dc.descriptionEste trabalho apresenta o estudo sobre a construção política da Agência Nacional de Vigilância Sanitária (ANVISA) na década de 90, em especial o processo decisório envolvido na fase de formulação da política pública de sua criação, no ano de 1999. Toma-se para análise as arenas decisórias, os agentes institucionais, os atores políticos e os interesses organizados envolvidos nesse processo. Destaca-se nesse exame as interações de conflito e cooperação entre os atores, suas estratégias para influenciar a tomada de decisão e as regras do jogo que condicionaram as alternativas de ação, incluindo as relações entre os Poderes Executivo e Legislativo. O estudo abrange o período de 1990 até 2000, e destaca os principais aspectos referentes à trajetória da Secretaria de Vigilância Sanitária (SVS) no período de 1990 a 1998, durante o qual, no plano setorial, se institucionaliza o Sistema Único de Saúde (SUS) e, no plano econômico, inicia-se a abertura do país à economia internacional, evidenciando o anacronismo da instituição existente e a urgência na tomada de decisões a respeito. Nesse contexto, inicia-se a discussão das diversas alternativas que possibilitassem à SVS assumir um novo papel face às exigências do cenário econômico internacional e da conjuntura política nacional. Em conseqüência, adota-se um modelo de agência reguladora, cujo desenho vai ser definido por complexos processos de negociação e consenso. A pesquisa foi realizada com base em farto material documental e entrevistas com atores privilegiados, o que permitiu desvendar empiricamente as relações de força que, em um curto espaço de tempo levaram à criação da ANVISA, que constitui um processo político em andamento, cujos primeiros passos em direção à implementação este trabalho introduz.
dc.descriptionThis paper presents the study of the political construction of the Brazilian Sanitary Surveillance Agency in the 90’s, specially regarding the decisive process involved in the public policy formulation of its creation, in the year of 1999. The analysis subjects are the decisive arenas, the institutional agents, the political actors and the organized interests involved in this process. The conflict and cooperation interactions among the actors, their strategies to influence the decision-making and the game rules that conditioned the action alternatives are distinguished in this analysis, embracing the relations between the Executive and Legislative powers. The study embraces the period between 1990 to 2000, and distinguishes the main aspects referring the Sanitary Surveillance Secretary in the period between 1990 to 1998, in which, in the sector plan, institutionalizes the Brazilian Health System and, in the economic plan, initiates the country’s opening to the international economy, proving the existing institution anachronism and the urgency in the decision-making regarding the subject. In this context, begins the discussion of the many alternatives that allow the Sanitary Surveillance Secretary to take over a new role facing the demands of the international economic scenario and the national politic conjuncture. Consequently, a regulating agency model is adopted, which design will be defined by the complex negotiation and consensus processes. This research was accomplished based on an abundant documental material and interviews with privileged actors, which allowed revealing empirically the power relations that, in a short period of time that led to the creation of the Brazilian Sanitary Surveillance Agency, that constitutes on a living political process, where the first steps towards the implementation of this job is introduced.
