dc.description.abstractStructural reforms are essential for economic growth and development. This dissertation consists of three chapters in which I explore the new scope of structural reforms and the effect that some of them have on local state capacity. In particular, in the first chapter, I find the impact of public spending on academic performance under different institutional contexts related to administrative decentralization. In the second (with Fabio Sánchez and Jean-Paul Faguet), we explore the effects of decentralization on the historical gaps in the quality and provision of public services and the collection of local taxes. In the third chapter (with Sebastían Bustos, Luis Felipe Céspedes, and John León-Díaz), we present a methodological proposal to identify the areas for reform worldwide and the intensity with which they are discussed.
dc.description.abstractLas reformas estructurales son fundamentales para el crecimiento y el desarrollo económico. Esta disertación consta de tres capítulos en los que exploro el nuevo alcance de las reformas estructurales y el efecto que algunas de ellas tienen sobre la capacidad estatal local. En particular, en el primer capítulo, encuentro el impacto del gasto público en el rendimiento académico bajo diferentes contextos institucionales relacionados con la descentralización administrativa. En el segundo (con Fabio Sánchez y Jean-Paul Faguet), exploramos los efectos de la descentralización sobre las brechas históricas en la calidad y provisión de los servicios públicos y la captación de impuestos locales. En el tercer capítulo (con Sebastían Bustos, Luis Felipe Céspedes y John León-Díaz), presentamos una propuesta metodológica para identificar las áreas de reforma a nivel mundial y la intensidad con la que se discuten.
