Preparación y respuesta ante la pandemia por la COVID-19 en países latinoamericanos: Revisión de alcance y análisis basado en los estándares de la Organización Mundial de la Salud

dc.description.abstractIntroducción: En enero de 2020 la COVID-19 fue declarada una emergencia sanitaria mundial y el 11 de marzo del mismo año fue declarado pandemia. Tres años después, la COVID-19 sigue siendo un evento de interés en salud pública, con más de 760 millones de casos confirmados y 6,8 millones de muertes en todo el mundo. Alrededor de 76 millones de casos y 1,5 millones de muertes ocurrieron en Latinoamérica, una de las regiones más afectadas en el mundo con impactos negativos sin precedentes a nivel sanitario, social y económico. La preparación y respuesta es fundamental para que los países estructuren las acciones a emprender para hacer frente a las emergencias sanitarias. Es necesario identificar las lecciones aprendidas y oportunidades de mejora, así como las barreras y limitaciones que los países de la región enfrentaron en la estructuración e implementación de las medidas de preparación y respuesta frente a la pandemia por la COVID-19. Objetivo: Describir la preparación y la respuesta ante la pandemia por la COVID-19 en 6 países latinoamericanos durante 2020 y 2021 de acuerdo con la guía la guía internacional COVID-19 Preparación Estratégica y Plan de Respuesta de la Organización Mundial de la Salud (OMS). Metodología: Revisión de Alcance de literatura indexada en las bases de datos PUBMED, LILACS, Web of Science, Epistemonikkos y revisión de literatura gris. Resultados: 1). Coordinación a nivel país: 4 de 6 países coordinaron su respuesta a nivel central. Todos los países establecieron equipos de gestión y activaron los centros de operaciones de emergencia. La respuesta fue heterogénea con variadas medidas de restricción implementadas; 2) Vigilancia Epidemiológica: Rápidamente se sobrepasó la capacidad para realizar las actividades propias de la vigilancia epidemiológica como la detección temprana de casos, rastreo de contactos y monitoreo en tiempo real de los datos; 3). Laboratorios y diagnóstico: Hubo una baja capacidad en infraestructura de laboratorio, talento humano especializado y despliegue de pruebas moleculares para la detección de SARS-CoV-2; 4) Manejo de casos: Se revelaron deficiencias en infraestructura, equipos y suministros médicos, así como grandes disparidades a nivel regional en la distribución de los servicios de salud. Conclusión: os países latinoamericanos hicieron grandes esfuerzos por implementar medidas de preparación y respuesta atendiendo a los estándares de la OMS. Fueron fuertes en la implementación de actividades de coordinación y se revelaron las debilidades existentes en los pilares de vigilancia epidemiológica, laboratorios y diagnóstico e infraestructura en salud.
