Critical mass in collective action

Abstract

Using a laboratory experiment, we study the incentives of individuals to contribute to a public good that is provided if and only if the fraction of contributors reaches a certain threshold. We jointly vary the size of the group, the cost of contributing, the required threshold, and the framing of contributions (giving to the common pool, or not taking from the common pool). We find that a higher threshold makes individuals more likely to contribute. The effect is strong enough that in a small group, raising the required threshold increases the probability that the public good is provided. In larger groups, however, the effect disappears. At the same time, we do not find a consistent effect of framing on the probability of contributing or on the likelihood of success.

Mediante un experimento de laboratorio, estudiamos los incentivos de los individuos para contribuir a un bien público que se proporciona solo si la fracción de contribuyentes alcanza un cierto umbral. Variamos conjuntamente el tamaño del grupo, el costo de la contribución, el umbral requerido y el enfoque de las contribuciones (dar al fondo común o no tomar del fondo común). Descubrimos que un umbral más alto hace que los individuos sean más propensos a contribuir. El efecto es lo suficientemente fuerte como para que, en un grupo pequeño, aumentar el umbral requerido aumente la probabilidad de que se proporcione el bien público. Sin embargo, en grupos más grandes, el efecto desaparece. Al mismo tiempo, no encontramos un efecto consistente del enfoque en la probabilidad de contribuir o en la probabilidad de éxito.
