Las dos caras de El Bronx : análisis de los instrumentos de planificación para el fenómeno de habitabilidad de calle y sus implicaciones en la ciudad a partir de la intervención de El Bronx

Abstract

La presente investigación hace referencia al análisis especializado de los instrumentos de planificación en Bogotá que dieron lugar a la intervención de El Bronx en el 2016, las decisiones que se tomaron y su repercusión en la transformación del territorio. Para ello, se adoptaron elementos de la metodología BIT PASE con el fin de identificar y comprender el Fenómeno de Habitabilidad de Calle, el cual se abordó tras la presión que ejercen los actores en las instituciones y la implementación de los planes de renovación urbana para el crecimiento de la ciudad, sin embargo, no se ha tenido en cuenta el sentir y la necesidad del ciudadano habitante de calle (CHC) que hace parte del territorio, por consiguiente, las intervenciones carecen de enfoque diferencial, inclusión, gestión social y sostenibilidad.

The present investigation refers to the specialized analysis of the planning instruments in Bogotá that gave rise to the intervention of the Bronx in 2016, the decisions that were made there, and how they affected the transformation of the territory adopting elements of the BIT PASE methodology for the identification and understanding of the Street Habitability Phenomenon, concluding that this has been urban approached after the pressure exerted by the actors in the institutions and the implementation of the renovation plans for the growth of the city and has not been taken into account the feel and the need of the CHC that is part of the territory, therefore, the interventions lack a differential approach, inclusion, social management and sustainability.
