A elaboração do currículo em uma rede de escolas municipais: Uma Construção Coletiva?

Abstract

The curriculum elaboration in municipal school system: a collective construction? This research aims to find out whether there was a collective construction in the process that defined the Frame of Necessary Knowledge to assure a whole formation in primary education, which is one of the features of the curricular proposal belonging to the pedagogical political project of Guarulhos municipal district. For that sake, it has been analyzed the educational context that lead to the creation of Guarulhos municipal school system, as well as the Frame of Necessary Knowledge itself. Documental sources were analyzed, among them official papers, legislation and photographic images, collected in private archives, internet and in the Department of Educational and Pedagogical Orientation of the Municipal Secretary of Education (DOEP), besides studies of theoreticians of education who treat curriculum elaboration, pedagogical innovations and the implantation of curricula in public school systems. Semi-structured interviews were made as well with four teachers and two coordinators in two schools of that district, and in the DOEP with a functionary and a municipal school director, who was part of the task group that followed the process. After hearing these female educators, it became evident that their view converges with what can be concluded from the analysis of the documents, that is to say: the Frame of Necessary Knowledge to assure a whole formation in primary education resulted from the debate and critical reflections about the teaching praxis among and with educators who brought great contributions and played a central role in this process of collective construction.

A elaboração do currículo em uma rede de escolas municipais: Uma Construção Coletiva? Esta pesquisa tem como objetivo verificar se houve uma construção coletiva no processo de elaboração do Quadro de Saberes Necessários à Formação Plena da Educação Fundamental, que é um dos aspectos da Proposta Curricular integrante do Projeto Político Pedagógico do Município de Guarulhos. Para tanto foram analisados o contexto educacional que deu condições para a criação da Rede Municipal de Educação de Guarulhos, e do próprio Quadro de Saberes. Foram analisadas fontes documentais que incluíram documentos, legislações, imagens fotográficas, coletadas em arquivos privados, internet e junto ao Departamento de Orientações Educacionais e Pedagógicas da Secretaria Municipal de Educação, além da revisão bibliográfica com teóricos da educação que versam sobre temas como elaboração de propostas curriculares, inovações na área pedagógica e alguns que até acompanharam implantações de currículos em redes públicas. Também foram desenvolvidas entrevistas semi-estruturadas em duas escolas municipais com quatro professoras e duas coordenadoras; com uma funcionária da área pedagógica lotada naquele departamento e com uma diretora de escola municipal que integrou um Grupo de Trabalho para acompanhar o processo. Ao final, após a oitiva dessas educadoras, sendo pequeno o universo dos sujeitos entrevistados, ficou evidenciado que o processo de construção do Quadro de Saberes Necessários para formação Plena no Ensino Fundamental foi resultado de discussões e reflexões críticas sobre a “práxis docente” entre e com os educadores que deram grandes contribuições e ocuparam papel central neste processo de construção coletiva.
