Financiamento do Programa Nacional de Alimentação Escolar: Um Estudo da Contrapartida do Município

Abstract

Este estudo teve como objetivo Investigar a contrapartida do Programa Nacional de Alimentacao Escolar u PNAE no municipio de Riacho da Cruz, estado do Rio Grande do Norte, identificando os itens que compoem os investimentos necessarios para a implementacao do Programa. A investigacao foi realizada na Secretaria Municipal de Educacao do municipio, em 2008. Participaram da pesquisa o Prefeito, a Secretaria de Educacao e outros profissionais atuantes na execucao do programa local. Para a coleta de dados foi elaborado um formulario constituido por seis blocos de acordo com os principios e as diretrizes do PNAE. Cada bloco integrou questoes semiestruturadas, com vistas a levantar dados deste municipio, no que diz respeito aos investimentos necessarios para implementacao do programa. Esse instrumento foi aplicado ao Municipio Riacho da Cruz, in loco. A analise dos dados focalizou a composicao de investimentos realizados pelo municipio para a efetiva implementacao do programa, em acordo com o que reza a legislacao vigente. A pesquisa revelou que o Municipio de Riacho da Cruz, apesar de localizado numa regiao do semiarido nordestino, com muitas dificuldades em relacao a disponibilidade de recursos financeiros, conseguiu implementar o PNAE no ano de 2008, cumprindo todos os principios e as diretrizes estabelecidas para o Programa. Considerando que a Prefeitura realizou uma Gestão eficiente e os alunos tiveram seu direito a alimentacao saudavel e adequada, garantida durante os 200 dias letivos, foi possivel levantar a composicao de investimentos referentes a contrapartida municipal para o PNAE realizada pelo municipio. E necessario reconhecer que esses itens poderao variar de um municipio para outro. O formulario basico foi construido e testado nessa pesquisa e podera ser utilizado, como modelo, em todos os municipios brasileiros. Podera, assim, ajudar os gestores publicos federais e municipais a planejar melhor e organizar os investimentos necessarios para a implementacao do programa. Alem disso, a utilizacao desses dados podera contribuir para melhorar a transparencia publica, tao necessaria na democratizacao do Brasil

This work aimed to investigate the counterpart of the National School Feeding Program - PNAE in the municipality of Riacho da Cruz, in the Brazilian State of Rio Grande do Norte, in order to identify the items that make the investments necessary to implement the Program. The research was carried out on the Municipal Secretary of Education in 2008. The mayor, the secretary of education and other professionals who had been working in the local execution of the program were interviewed. For data collection, was elaborated a six blocks form, according to the principles and the guidelines of PNAE. Each block included semi-structured questions to collect data regarding to the municipality investments, which were necessary to implement the Program. This tool was administered to the survey participants on the spot. The data analysis focused on identifying the composition of investments allocated by the municipality to the effective implementation of the Program, according to the current legislation. The survey revealed that the city of Riacho da Cruz, although it is located in the semi-arid region of Brazil, and faces many difficulties regarding to the availability of financial resources, could implement the Program, in 2008, and fulfill all the principles and guidelines established for it. Considering that the municipality held an efficient management of the Program, and students had their right to adequate and safe food, guaranteed during the 200 school days in the year, it was possible to identify the composition of investments as defined by the board of school feeding. It must be acknowledged that may be distinct from one municipality to another, but the basic form was constructed and tested in this work and may be used as a template to be applied in all municipalities. Thus, it could help policy makers, in federal and local levels, to plan and organize better the necessary investments in order to implement the Program. Furthermore, the use of such data could help to improve public transparency, something so necessary in the Brazil’s democratization process.
