dc.descriptionIn the first SUDENE Master Plan (1961-1963), under the coordination of Celso Furtado, the agrarian questionconstituted an important paradigm for the construction of a development policy for the Northeast region. This work aims toanalyze the agrarian policy systematized in the Master Plan Draft document in its following phases: the diagnosis of the socialcrisis and the effects of the drought, the proposal for agricultural restructuring aimed at food production and the fight againsthunger, and the supply policy and colonization to reduce forced population displacement. These elements form the basisof the prognosis of SUDENE’s agrarian policy and the proposal for structural transformation to reduce social inequalities,for a new agriculture and a new farmer. The plan forwarded by SUDENE resulted from the intra-elite pact of the SUDENEDeliberative Council, between governors and representatives of ministries, and even representing the “measure of the possible”for the agrarian structure, it met its political collapse.en-US
dc.descriptionNo primeiro Plano Diretor da Sudene (1961-1963), sob coordenação de Celso Furtado, a questão agrária constituiu importante paradigma à construção de uma política de desenvolvimento para a região Nordeste. Esse trabalho deseja analisar a política agrária sistematizada no documento do Anteprojeto do Plano Diretor em suas seguintes fases: o diagnóstico da crise social e efeitos da seca, a proposta de reestruturação agrícola direcionada à produção de alimentos e combate à fome, e a política de abastecimento e colonização para diminuição do deslocamento populacional forçado. Esses elementos constituem a base do prognóstico da política agrária da Sudene e da proposta de transformação estrutural para redução das desigualdades socias, para uma nova agricultura e um novo agricultor. O plano encaminhado pela Sudene resultou da pactuação intra-elites do Conselho Deliberativo da Sudene, entre governadores e representantes de ministérios, e mesmo representando a “medida do possível” para a estrutura agrária, conheceu sua derrocada política.pt-BR
