| dc.description | En las últimas décadas, el espacio urbano comenzó a ser depositario de significativas transformaciones, por considerarse una mercancía posible de modificar, en la búsqueda de extracción del mayor provecho económico posible. A raíz de ello, vastas áreas de las ciudades comenzaron a enfrentarse a una serie de problemáticas de importancia, derivadas de la búsqueda de la expansión urbana y de la idea de “desarrollo”, y de la urbanización de distintos frentes de agua. El objetivo que se persigue es el de identificar las principales transformaciones que ejerce el proceso de producción y ocupación de la costa de Quilmes y Avellaneda (pertenecientes al sur de la Región Metropolitana de Buenos Aires), llevado adelante por distintos actores (la empresa Techint, el Estado municipal de ambos partidos, y agrupaciones ambientalistas), y analizar las diversas formas de intervención de estos en el ordenamiento territorial de los partidos. En este trabajo se aborda la costa de dichos partidos, por tratarse de un área que actualmente se encuentra disputada por diversos actores, y desde el discurso de la regeneración, revitalización urbana para la costa y el desarrollo sustentable, se anunciaron proyectos específicos locales, como el de la Nueva Costa del Plata.
Para el abordaje del trabajo, se propone una metodología desde una perspectiva cualitativa, a través de la lectura de bibliografía y publicaciones periodísticas referidas al problema. A ello se sumó, la recopilación de información publicada en la página web del desarrollador, de los municipios y aquella difusión digital que realizaron los actores de la resistencia. Además, se buscaron aquellos documentos que expresan y resumen las principales acciones llevadas a cabo en materia de planificación y ordenamiento del territorio, como el Plan Estratégico Quilmes 2030, Plan Avellaneda 2020 y el Plan Director para la ampliación del área urbana del Municipio de Avellaneda en su franja costera. | |
| dc.description | In the last decades, the urban space began to be the repository of significant transformations, as it is considered a merchandise that can be modified, in the search for the extraction of the greatest possible economic benefit. As a result, vast areas of the cities began to face a series of important problems, derived from the search for urban expansion and the idea of "development", and the urbanization of different water fronts.
e objectives pursued are to identify the main transformations exerted by the process of production and occupation of the coast of Quilmes and Avellaneda (belonging to the south of the Metropolitan Region of Buenos Aires), carried out by different actors (the company Techint, the municipal State of both parties, and environmental groups), and analyze the various forms of intervention of these in the territorial ordering of the parties.
In this paper, the coast of these parties is analyzed, since it is an area that is currently disputed by various actors, and from the regeneration discourse, urban revitalization for the coast and sustainable development, specific local projects were announced, such as that of the New Costa del Plata.
To approach the work, a methodology is proposed from a qualitative perspective, through the reading of bibliography and journalistic publications referring to the problem. Added to this was the collection of information published on the website of the developer, of the municipalities and that digital dissemination carried out by the actors of the resistance. In addition, those documents that express and summarize the main actions carried out in terms of planning and ordering of the territory were searched, such as the Quilmes 2030 Strategic Plan, the Avellaneda 2020 Plan and the Master Plan for the expansion of the urban area of the Municipality of Avellaneda in its coastal strip. | |
