| dc.description | RESUMEN: El presente informe corresponde a una reflexión construida en el marco de una pasantía
académica realizada en el proyecto de investigación “Para la primera medición del Índice
de Participación Ciudadana de Medellín y avance del Sistema de Gestión del Conocimiento
para la Participación Ciudadana”, que hace parte de un convenio interadministrativo entre
la Alcaldía de Medellín, el Instituto de Estudios Regionales – INER y el Departamento de
Sociología de la Universidad de Antioquia, y en el que se propone la construcción y
primera medición de un Índice que dé luces sobre la calidad de la Participación Ciudadana
(IPCM) en la ciudad de Medellín en el año 2017, y un Sistema de Información y Gestión
del Conocimiento de la Participación Ciudadana (SIGC-PC) que recoja todo el
conocimiento que existe en la ciudad sobre Participación Ciudadana y Movimientos
democráticos, cualifique el dato generado por el Índice, y siente las bases para la
construcción de nuevo conocimiento sobre el tema.
Para ello, se adopta un Enfoque Territorial, en el que la participación ciudadana se entiende
como una práctica política situada, individual o colectiva, de involucramiento con los
asuntos públicos de interés en una o varias escalas territoriales (local, municipal, nacional),
cuyos efectos o resultados dependen de las condiciones político-territoriales pre-existentes
en las que se agencia, y del tipo de acción que establecen los actores. Esto lleva a
trascender la mirada jurídico-administrativa del territorio para dar lugar a su comprensión
como un espacio producido por diversos actores sociales que a su vez despliegan en él
prácticas y relacionamientos de tipo político. | |
| dc.description | ABSTRACT: This report corresponds to a reflection built on an academic internship carried out in the
research project "For the first measurement of the Medellin Citizen Participation Index and
advancement of the Knowledge Management System for the Citizen Participation", which
is part of an inter-administrative agreement between the Mayor of Medellin, the Institute of
Regional Studies – INER and the Department of Sociology of the University of Antioquia,
which resulted in the construction and first measurement of a Index that gives light on the
quality of Citizen Participation (IPCM) in the city of Medellin in 2017, and an Information
and Management System of Knowledge of Citizen Participation (SIGC-PC) that collects all
the knowledge that exists in the city about Citizen Participation and Democratic
Movements, qualify the data generated by the Index, and allow the construction of new
knowledge on the subject.
To this end, a Territorial Approach is adopted, in which citizen participation is understood
as a political practice located, individual or collective, of involvement with public matters
of interest on one or more territorial scales (local, municipal, national), the effects or results
of which depend on the pre-existing political-territorial conditions in which it is agency,
and the type of action established by the actors. This leads to transcending the legal-
administrative gaze of the territory to give rise to its understanding as a space produced by
various social actors who in turn deploy political practices and relationships. | |
