dc.descriptionPáramos are equatorial upper mountain ecosystems prioritized for strict conservation by the Colombian state, due to their key role in conservation of biodiversity and water regulation and provision. Restrictive norms have generated tensions and conflicts with páramo communities. The most recent laws, however, dictate that the management of páramos has to take place through governance schemes resulting from agreements between state institutions and communities (Law 1930 and legal act 0886 of 2018). This study evaluates the challenges and possibilities of this legal framework, through the analysis of a structured dialogue between representatives of environmental institutions, inhabitants of the Guerrero and Sumapaz páramos and scientists of the Humboldt Institute. The dialogue was organized around three key components of the legal framework: the construction of the management plan, criteria of dependency and vulnerability for classifying páramo inhabitants, and the arrangement of productive activities according to their impact. Based on the concept of adaptive governance, we conclude that in order to promote transitions towards sustainability, it is urgent to build trust between government and communities, to integrate visions and knowledge about the territories and to consider the multiple scales of social-ecological relations.en-US
dc.descriptionLos páramos ocupan un lugar central en la agenda ambiental del Estado por su relevancia para la regulación y provisión hídrica y su biodiversidad. Esta valoración se refleja en normas que restringen su uso, lo que ha generado tensiones y conflictos con comunidades paramunas. La legislación más reciente establece que los páramos deben manejarse a través de esquemas de gobernanza, producto de diálogos entre el Estado y actores sociales (Resolución 0886 del Ministerio de Ambiente y Ley 1930 de 2018).  Este estudio evalúa los desafíos y potencialidades de ese marco normativo, como resultado de un diálogo estructurado entre representantes de instituciones ambientales, habitantes de los páramos de Guerrero y Sumapaz y científicos del Instituto Humboldt, en torno a tres ejes fundamentales de la política: la construcción del plan de manejo, los criterios de arraigo, dependencia y vulnerabilidad para clasificar a los habitantes paramunos, y la clasificación de actividades según su impacto. A la luz del concepto de gobernanza adaptativa, se concluye que para promover transiciones hacia la sostenibilidad resulta urgente construir confianza entre el gobierno y las comunidades, integrar visiones y conocimientos sobre el páramo y considerar la multiescalaridad de los vínculos socioecológicos.es-ES
