| dc.description | Territorial Security is a concept-tool on which the author has been working since 2003. It has been tested in real territories and crisis scenarios to later be adjusted and reinforced based on the lessons learned in such experiences. It has also been used to read, interpret, and systematize processes related with environmental management, risk management, adaptation to climate change, and participative territorial planning, all subjects from which various publications have been produced. Both the theoretical foundations of this concept-tool and the methodology for its application facilitate the construction of common perspectives of the territory among the different actors and sectors and the identification of mutual dependencies and shared interests even between those actors and sectors that hold contradictory positions. As a result, this concept-tool has been used as a conflict transformation facilitator. The
author has worked with the Latin American Office of the United Nations Center for Regional Development (UNCRD) on several projects, sharing lessons derived from the application of the Human Security and the Territorial Security. These are two complementary concept-tools with common theoretical background. Here the use of Territorial Security as a tool for the analysis, zoning, and participative management of wetlands is proposed with the goal of making wetlands inherently safe territories and also understanding their strategic function to attain Territorial Security in those larger areas where wetlands are found. | |
| dc.description | La seguridad territorial es un concepto-herramienta que se viene construyendo desde 2003, el cual se ha venido aplicando en situaciones concretas, en territorios reales y en escenarios de crisis, y se ha ajustado y enriquecido a partir de las lecciones aprendidas en todos esos procesos. También ha sido utilizado para leer, interpretar y sistematizar situaciones y procesos relacionados con la gestión ambiental, la gestión del riesgo, la adaptación al cambio climático y la planificación participativa del territorio, temas de los que han surgido varias publicaciones. Los fundamentos teóricos y la manera como se trabaja este concepto-herramienta en la práctica facilita la construcción de visiones compartidas del territorio entre distintos actores y sectores, también la identificación de interdependencias e intereses compartidos entre actores con intereses distintos y muchas veces contradictorios y, a partir de ahí, la transformación constructiva de conflictos. La experiencia obtenida mediante el trabajo en varios procesos con la Oficina para América Latina del Centro de las Naciones Unidas para el Desarrollo Regional (UNCRD), ha permitido compartir aprendizajes derivados de la aplicación de la seguridad territorial y de la Seguridad Humana, dos concepto-herramientas complementarios que comparten gran parte de sus fundamentos teóricos. En este documento se propone la seguridad territorial como herramienta para el análisis, la zonificación y la gestión participativa de humedales con el objeto de convertirlos en territorios seguros en sí mismos y también para comprender su función estratégica para alcanzar esta seguridad territorial en las zonas más amplias de las cuales los humedales forman parte. | |
