Alternativas de financiación complementarias para fortalecer el funcionamiento de los Esquemas Asociativos Territoriales -EAT

Abstract

This work aims to improve the financing of the operation of Territorial Associative Schemes in Colombia, which are associations between territorial entities to promote integration and achieve common development objectives. The focus is centered on looking for expanding existing sources of funding with complementary alternatives from the national government to develop the operational and administrative capacities of the Territorial Associative Schemes. The prospective analysis of public policy is based on three key elements: the relationship between the financial regime of territorial entities and their financial capacity; the relationship between the financial capacity of the Territorial Associative Schemes and their competitiveness and organic strength; and complementary alternatives for financing the functioning of the Territorial Associative Schemes. The study is carried out through the analysis of current regulations, the collection of technical information with central government entities, and interviews with former directors of territorial associative schemes, with the aim of improving the financing of the Territorial Associative Schemes in Colombia.
